1. Key Priorities for 2025
(1) Party Building as the Guiding Force: Solidifying the Platform for Integrity Education
First, we will thoroughly implement the study and education on the spirit of the Central Committee’s Eight-Point Provisions. Through a variety of approaches—including Party member meetings, study sessions led by museum leaders, specialized seminars, centralized study sessions, and self‑study by Party members—we organized all Party members to thoroughly study key documents and books such as “Selected Excerpts from Xi Jinping’s Discourses on Strengthening the Party’s Work Style,” “The Outline for Studying Xi Jinping’s Thought on Culture,” and “The Eight-Point Provisions That Changed China,” earnestly grasping the spirit of the Central Committee’s Eight-Point Provisions and their detailed implementation rules. At the same time, our museum invited Comrade Zhao Shengnan, Secretary of the Party Leadership Group of the Bureau, to deliver a Party class here, focusing closely on in-depth study and education centered on fully implementing the spirit of the Central Committee’s Eight-Point Provisions. Drawing on practical work experience and personal insights, he provided a profound interpretation of the core principles underlying the Central Committee’s Eight-Point Provisions. In addition, we organized all Party members and cadres in our museum to visit the Memorial Hall of Chinese Students in France and the Ran Zhuang Underground Tunnel Warfare Memorial Hall, further strengthening Party members’ sense of Party identity and commitment. Second, we must earnestly study the spirit of the Fourth Plenary Session of the 20th Central Committee of the Party. Our museum has invited Comrade Zhao Shengnan, Secretary of the Party Leadership Group and Director of the Bureau, to deliver a briefing on the spirit of the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China, providing clear guidance for our museum’s high‑quality development during the 15th Five‑Year Plan period. Third, engaging in heart-to-heart talks to strengthen organizational cohesion. Comrade Ma Li, Secretary of the Party Branch, took the initiative to seek out… Eight mid-level cadres engaged in heart-to-heart talks to understand the progress of work in each department and office, as well as their future work plans, resolve prominent issues encountered in their work, and proactively address the difficulties employees face in both their professional roles and personal lives. In addition, personalized development plans were formulated for cadres and staff, an internal training system was established, and employees were encouraged to participate in cadre training programs and academic exchange activities, significantly enhancing internal cohesion. Fourth, we will leverage the role of model sites for integrity-based cultural education. Actively leverage the role of Baoding City’s model site for integrity culture education, hosting a total of… 7,600 visits. From March to June, the museum organized study sessions for young cadres, newly promoted cadres, and cadres in key positions from Baoding City.
(2) Building a Strong Foundation for Safety and Solidifying Venue Operations Support
First, we need to improve the emergency response plan. Our museum has engaged provincial-level safety experts to refine our safety documentation and clarify safety responsibilities. In light of various holiday openings, extreme weather conditions, and nighttime operations, we have revised the system of responsibility for safe production and updated our emergency safety plans, ensuring adequate emergency preparedness and strengthening our theoretical foundation. Second, we will improve the dual-control mechanism. Improve our museum’s mechanisms for production safety risk control and hazard management, and always adhere to… The safety production policy of “Safety First, Prevention Primarily, Comprehensive Governance” has been implemented through comprehensive identification and tiered assessment—spanning from individual staff members to departmental offices, and from departmental offices to the entire institution—thereby enhancing all employees’ awareness and capabilities in risk identification and control. This has further solidified the foundation of safety management, effectively elevated the institution’s inherent safety level, and successfully prevented production safety accidents. Three It is to conduct drills on a regular basis. Regular fire drills and fire safety lectures were conducted for all staff members to enhance frontline workers’ awareness of fire safety and to train in-house staff on the proper use of fire safety equipment. Fire safety drills were held throughout the year. Three times, with more than 150 personnel deployed; three sessions of fire safety theory training; and one riot control drill. Fourth, conduct safety inspections to eliminate potential hazards. This year, our museum has welcomed safety inspections from both the provincial and municipal authorities. We conducted four inspections, eliminating eight potential safety hazards within the museum. In collaboration with multiple departments—including the community, the Law Enforcement Bureau, and the Public Security Bureau—we carried out four comprehensive safety inspection campaigns, focusing on key periods such as major holidays. During these inspections, we promptly addressed any identified issues, ensuring that no safety incidents occurred throughout the year and firmly safeguarding the safety red line.
(3) Enhancing Exhibition Quality and Solidifying the Foundations of Cultural Heritage Preservation
First, we will host various types of temporary exhibitions. This year, our museum has created “Qigu Chuan Xin” based on our museum’s unique characteristics. —“Jinshi Trio Art Exhibition,” “Ancient Charm of Government Offices Meets the Fascinating World of Insects — Insect Exhibition,” and various other temporary exhibitions have enriched our museum’s exhibition system. Third, integrating study tours with intangible cultural heritage. We have combined rubbings, textiles, and lacquerware to launch public-interest research and learning activities. During important festivals such as the Spring Festival and International Women’s Day, we have paired these traditional crafts with intangible cultural heritage practices like paper cutting, tie-dyeing, and brewing to offer distinctive research and learning programs such as “Timeless Rubbings: A Treasure Hunt for Intangible Heritage.” Fourth, volunteer activities are diverse. During important milestones such as National Day and Labor Day, we recruit university student volunteers to participate in the museum’s cultural relic preservation efforts. First, establish a cultural alliance for ancient government offices. Initiated and organized by our museum, including the Nanyang Prefectural Office, the General’s Office, the Neixiang County Government Office, and more. A cultural alliance for ancient yamen sites has been established through the joint efforts of 14 renowned domestic cultural and museum institutions, academic organizations from universities, and other stakeholders. This alliance has successfully created a cross‑regional, multi‑dimensional exchange platform, opening up a new starting point for the preservation and inheritance of ancient yamen culture. The alliance will focus on building a core hub for research and exchange, a collaborative platform for resource sharing, and an important bridge for heritage transmission and outreach, thereby driving the sustained development of yamen culture. Second, promote the cross-provincial dissemination of exhibitions. Promote mutual cultural exchange between Anhui and Hebei, export the “Special Exhibition on Fang Guancheng, Governor-General of Zhili” to Tongcheng, Anhui, and introduce the “Elegant Melodies of the Wen School.” A Hidden Gem of Calligraphy and Ink The “Exhibition of Reproductions of Calligraphy and Paintings by Famous Figures of the Ming and Qing Dynasties” has opened to the public. Fourth, conduct exchanges and learning. In April 2025, Comrade Ma Li, representing the Hebei Provincial Museum, traveled to Anhui to participate in the Inter-Provincial Museum Exchange and Training Program among the Five Central Plains Provinces. In April, our museum organized staff members to visit Jiangxi, Hunan, Jiangsu, Zhejiang, and other regions to study and learn from their advanced practices in research, education, and cultural and creative products. In May, Deputy Directors Zhen Guoqian and Shi Yuqian led groups of docents on visits to cutting‑edge institutions in Jiangsu, Henan, and other provinces, where they gained valuable insights into best practices in interpretation and presentation, significantly enhancing their interpretive skills. Four winners were awarded first prize, five received second prize, ten won third prize, and 43 were honored with an excellence award. The cultural and creative products were showcased and sold on-site, successfully translating creative ideas into tangible outcomes.

To enhance visitor comfort, air conditioning was installed in the exhibition halls along the West Road, significantly boosting visitor satisfaction and resulting in a 76% year-on-year decrease in visitor complaints. At the same time, the restroom facilities within the museum and their surrounding environment were upgraded, and additional directional signs and visitor maps were added throughout the museum, making it even more convenient for tourists to explore.
II. Major Existing Issues
(1) There is still room for improvement in establishing systems and regulations.
In terms of financial systems, budget preparation lacks sufficient granularity, and revenue and expenditure accounting as well as asset management are not standardized enough. Regarding human resources, talent development and incentive mechanisms are incomplete, and volunteer management lacks standardized procedures. On the front of daily management systems, processes such as venue operations and business approvals are not clear enough, the interdepartmental coordination mechanism is underdeveloped, and some policies and regulations lag behind the evolving trends in culture and tourism.
(2) Security measures still need to be improved.
The overall security level is insufficient and lacks… An integrated smart platform for cultural relic protection, venue management, and visitor flow control—security facilities still need to be upgraded.
(3) Public awareness campaigns need to be improved.
The promotional content tends to focus on superficial introductions to exhibitions and events, lacking in-depth exploration of the historical and cultural significance behind the cultural relics, and thus failing to fully meet audiences’ need for in-depth cultural knowledge.
(4) Service levels still need to be improved.
Work discipline needs to be strengthened, and the management system for staff is not yet fully refined, leading to issues such as poor handover between shifts and occasional instances of staff leaving their posts without authorization. The standardization of front‑office services is insufficient, with some staff exhibiting weak service awareness and problems such as a rigid attitude, unprofessional responses, and a lack of proactive service, all of which negatively impact the visitor experience.
(5) Cultural exchanges still need to be enhanced.
First, cross‑regional exchanges lack depth; after the establishment of the Ancient Government Office Cultural Alliance, no regular communication mechanism has been put in place, and activities have been limited to… 1. There have been few substantive outcomes from inter-provincial exhibition collaborations, such as academic seminars and resource sharing; second, the forms of exchange remain relatively limited, primarily consisting of “going out” and “bringing in” exhibitions, lacking diversified cooperation models like joint research and study programs or co‑creation of cultural initiatives. Cooperation with universities has so far been confined to the level of event hosting, without establishing long‑term cooperative mechanisms.
(6) Brand building still needs to be improved.
In terms of cultural and creative products A culture with broad influence has not yet taken shape. The IP image, cultural and creative products, and promotional activities lack a unified visual identity, resulting in low brand recognition. The research and study brand of Zhili Academy lacks sufficient influence.
